On July 8, 2020, the Hacienda published in the Diario Oficial (Official Gazette) the Circular Letter informing the agencies and their decentralized administrative bodies, the parastatal entities of the Parastatal Public Administration, as well as the Attorney General of the Republic subject to the coverage of the Free Trade Agreement indicated, the conversion into national currency for the second semester of 2020 with effect from July 1 to December 31, 2020, in accordance with the respective purchase chapter. The Circular indicates the FTA Chapter and Annex as well as procurement thresholds that apply under the T-MEC-USMCA, which replaced the former NAFTA provisions on government procurement. In accordance with paragraph 3 of article 13.2: Scope of Application of Chapter 13 Public Procurement of the T-MEC, the said Chapter is only applicable between Mexico and the United States of America. Canada is no longer covered.
