On September 14, 2016, the President sent a Message to Congress indicating his intent to end the suspension of preferential treatment for Burma as a beneficiary developing country under the Generalized System of Preferences (GSP) program, and to designate Burma as a least-developed beneficiary developing country for purposes of the GSP program.
On the same date, the President issued a Proclamation modifying General Note 4(a) of the Harmonized Tariff Schedule of the United States (HTS) by adding “Burma” to the list entitled “Independent Countries” and to the list entitled “Member Countries of the Association of South East Asian Nations (ASEAN)” to designate Burma as a beneficiary developing country and by modifying General Note 4(b)(i) to add “Burma” as a least-developed beneficiary developing country, for purposes of the Generalized System of Preferences (GSP) program. The proclamation ends an approximately 27 year suspension of benefits for Burma under the GSP program. The modifications to the HTS will be effective with respect to articles entered, or withdrawn from warehouse for consumption, on or after the date that is 60 days after the date of the proclamation.
