On 6 May 2014, the Boletin Oficial (Official Bulletin) published General Resolution 3622 (25 April 2014) of the Administracion Federal de Ingresos Publicos (AFIP, the Federal Administration of Public Revenue) which approved an advance sea cargo information module for the MALVINA Information System. The module is based on WCO SAFE recommendations and Decision № 50 of the Common Market Council of 16 December 2004 and directive № 32 of the MERCOSUR Commerce Commission of 13 November 2008). The required information must be transmitted at least five days prior to arrival in Argentina. If the voyage is less than five days, the information is due by the time of sailing.

Under the system, a sea carrier’s customs transport agent (“ATA MT”) and the transport agent representing a sea carrier that has entered into a sharing agreement (“ATA CBC”) will be required to provide the relevant cargo information. ATA MTs must provide the information regarding the trip and vessel, including the following: applicable tax identification number (CUIT), name and identification number of the vessel, country of origin code, port of origin code, country code of final destination, import indicator, date of departure, date of arrival, empty vessel information, merchandise on board, carrier designation, carrier country code, nationality code of means of transport, Customs registration code, name of ship’s master, master’s document identifier, and country where the master’s document was issued.

ATA MTs and ATA CBCs will also be required to provide the certain information regarding the merchandise and containers carried aboard, including: trip identifier, shipment date, port code where merchandise was laden, date when merchandise was laden, place of origin, bill of lading number, transhipment port code, port code where merchandise will be unladen, date of unlading, country code of destination, package marks, consignee, notify party, consolidation indicator, transit/transhipment indicator, document type of recipient of the goods, CUIT/passport number/etc. of recipient of the goods, country of issuance of recipient’s passport, tariff classification, secure logistic operator indicator, monitored transit indicator, RENAR indicator, name or denomination of foreign forwarder, tax identification number of foreign forwarder, and country of issuance of foreign forwarder’s tax identification number. Information regarding packaging, declared quantities, weight/volume and type is also required.
