On July 31, 2013, the Federal Register published the President’s Notice of July 29, 2013—Continuation of the National Emergency With Respect to Lebanon. The national emergency was declared on August 1, 2007 in Executive Order 13441. The Administration believes the measures adopted then, must continue in effect for 1 year because certain ongoing activities, such as continuing arms transfers to Hizballah that include increasingly sophisticated weapons systems, serve to undermine Lebanese sovereignty, contribute to political and economic instability in Lebanon, and continue to constitute an unusual and extraordinary threat to the national security and foreign policy of the United States.
