On October 3, 2017, the Bureau of Industry and Security (BIS) published in the Federal Register a final rule [Docket No. 170316279-7279-01] that updates the Code of Federal Regulations (C.F.R.) legal authority paragraphs in the Export Administration Regulations (EAR) to cite the most recent Presidential notice continuing a national emergency declared pursuant to the International Emergency Economic Powers Act. This is a procedural, non-substantive rule that only updates authority paragraphs of the EAR. It does not alter any right, obligation or prohibition that applies to any person under the EAR.
