On 1 September 2016, the Government issued Decree 09 to implement for 2016-2019 the Free Trade Agreements of which Vietnam is a Party. The Decree came into effect at the same time as the Law on Export and Import Tax in 2016. Previously preferential tariffs were announced by the Minister of Finance in the form of circulars, but pursuant to Section 11 of the Law on Export and Import Tax in 2016, the implementation will be in the form of Government Decrees. The following Government Decrees were issued as part of Decree 9:
- Decree No. 125/2016 / NĐ-CP to implement the Vietnam and Japan Economic Partnership Agreement (VJEPA) for the period 2016-2019.
- Decree No. 126/2016 / NĐ-CP issued to implement the Agreement on Trade in Goods of ASEAN-India (AIFTA) for the period from 2016 to 2018, abolished Circular 169/2014 / TT-BTC dated 11/14/2014 of the Ministry of Finance.
- Decree No. 127/2016 / NĐ-CP issued to implement the Agreement establishing the Free Trade Area ASEAN – Australia – New Zealand ( AANZFTA) for the period 2016-2018.
- Decree No. 128/2016 / NĐ-CP issued to implement the ASEAN – China Agreement on Trade in Goods (ACFTA) for the period from 2016 to 2018
- Decree No. 129/2016 / ND-CP issued to implement the ASEAN Trade in Goods Agreement (ATIGA) for the period from 2016 to 2018
- Decree No. 130/2016 / NĐ-CP issued to implement the ASEAN – Korea Agreement on Trade in Goods (AKFTA) for the period from 2016 to 2018
- Decree No. 131/2016 / NĐ-CP issued to implement the Vietnam – Korea Free Trade Agreement (VKFTA) for the period from 2016 to 2018
- Decree No. 132/2016 / NĐ-CP issued to implement the Vietnam – Chile Free Trade Agreement (VCFTA) for the period from 2016 to 2018
- Decree No. 133/2016 / NĐ-CP issued to implement the ASEAN – Japan Comprehensive Economic Partnership Agreement (AJCEP) for the period 2016-2019.
