On April 12, 2013, Norway published in the Norsk Lovtidend (Norwegian Legal Gazette) the Law on the free movement of goods within the EEA. The law, which takes effect immediately, adopts into domestic legislation, EEA Agreement, Annex II, Chapter XIX No. 3f (European Parliament and Council Regulation (EC) No. 764/2008), laying down the procedures for the application of certain national technical rules to products lawfully marketed in another Member State. It also incorporates EEA Agreement, Annex II, Chapter XIX No. 3b (Regulation (EC) No 765/2008) laying down the requirements for accreditation and market surveillance relating to the marketing of goods, applies that law to the adjustments provided for in Annex II, Protocol 1 to agreement and the agreement in general. It establishes the Norsk akkreditering (Norwegian Accreditation) as the approved body for accreditation and permits the Ministry of Trade and Industry to issue regulations governing the practice of accreditation activities and for payment for services performed by Norsk akkreditering. The Law also repeals §31, third paragraph of Law № 4 of 26 January 2007 relating to units of measurement, measurement and standard time.
