On October 30, 2015, the Federal Register published Presidential Notice of October 28, 2015—Continuation of the National Emergency With Respect to Sudan which continues for an additional year the national emergency first declared in Executive Order 13067 of November 3, 1997 and the blocking orders and expanded scope of the national emergency declared in Executive Order 13400 of April 26, 2006 because the conflict in Sudan’s Darfur region posed an unusual and extraordinary threat to the national security and foreign policy of the United States. In Executive Order 13412 of October 13, 2006, the President took additional steps with respect to the national emergency and to implement the Darfur Peace and Accountability Act of 2006 (Public Law 109–344). The extension was deemed necessary because the actions and policies of the Government of Sudan continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.
