On 9 July 2013, the CAMEX (Chamber of Foreign Commerce) website announced that the Department of International Negotiations (Deint) of the Trade Secretariat (Secex) in the Ministry of Development, Industry and Foreign Trade (MDIC), began receiving submissions for the proposed supplement to the Mercosur Common Nomenclature (NCM), called Detalhamento Brasileiro de Nomenclatura (Detailed Brazilian Nomenclature) (DBN). Those wishing to submit applications are required to complete the form available on the website of the MDIC .

The form and materials relating to the product should be sent to the Department of International Negotiations at the address shown in the announcement, accompanied by an electronic version. Each form must refer to a single product and should include technical catalogs, reports and relevant literature, containing detailed specifications to provide a correct identification of the goods. The proposal should specify the reasons for the requested detail, and present economic reasons that demonstrate the relevance of the request. Moreover, the application should provide information concerning volumes of production, consumption, sales, import and export involved.

The work will be ongoing, so that the claims may be submitted at any time. The DBN is an offshoot of the Mercosur Common Nomenclature (NCM), for statistical and administrative treatment of foreign trade, exclusively for use in Brazil. The development and administration of DBN are the responsibility of the Technical Management Detailing Brazilian Nomenclature (GDBN), created by CAMEX Resolution 36/2013, under the Executive Management Committee (Gecex) of CAMEX . The Group is responsible for defining the procedures for receiving claims from the private sector, managing and evaluating the inclusion of maintenance and codes, and proposing relevant legislative changes. The goal is the creation of four additional numeric digits detailing nomenclature.
