New Zealand has adopted the Kigali Amendment to the Montreal Protocol (an international agreement that regulates substances that deplete the ozone layer). The Amendment means that after 31 December 2019, a permit will be required to import or export hydrofluorocarbons (HFCs).

The Environmental Protection Authority (EPA) is responsible for administering the permit system. Applications for permits for 2020 are now open, and applications for grandparents eligibility – for importers of HFC’s between 2015-2017, close on 18 March 2019.
