Under the terms of section 103(c) of the Bipartisan Congressional Trade Priorities and Accountability Act of 2015, Pub. L. 114-26, since the President requested an extension of trade promotion authority (“fast track”) prior to April 1, 2018 and neither House of Congress adopted an extension disapproval resolution before July 1, 2018, the President’s trade promotion authority was extended to July 1, 2021. Trade promotion authority permits the President to negotiate trade agreements and then present them to Congress, which cannot amend the agreement but can vote them up or down.
