Customs issued General Instruction 8/2016 of 19 September 2016, abrogating General Instruction 7/2012. The latter had ordered the blocking of all payments of exports benefits to those exporters that were in breach of their obligations under the foreign exchange regulations.

Therefore, compliance with the foreign exchange regulations is no longer taken into account at the time of deciding whether to pay export benefits or not. This decision is another step in the process of normalizing the delays in the payments of such benefits incurred by the prior administration.
